Lead with the footprint, then the record
Footprint is population, entity count, state count and pay group count. Record is what happened to the filings while you held them.

If your record has a blemish, do not invent a clean one. Describe the year you inherited and what you closed: "closed 31 open state agency notices inherited at hire, with none older than 60 days since 2024" is a stronger sentence than a claim of perfection, because it shows the work.

Notably, every other section of this resume could appear on a payroll specialist's page at a smaller scale. However, this one cannot, and it is what a chief financial officer is reading for.
Therefore, list the exposures you personally own, and give each one a current state. Five or six lines.

The last line of that block is the one that gets read twice, and it is the same principle that governs accounts payable: the person who can create a payee should not be the person who releases the money. Withheld income tax and the employee share of FICA are trust fund taxes, and the IRS can assess a trust fund recovery penalty equal to the unpaid balance of those taxes against a responsible person, defined as someone with "the duty to perform and the power to direct the collecting, accounting, and paying of trust fund taxes", where that person knew or should have known about the outstanding taxes and either intentionally disregarded the law or was plainly indifferent to it.
The IRS names payroll service providers and professional employer organizations among those who can be held responsible, alongside officers and employees (IRS, Employment taxes and the Trust Fund Recovery Penalty, last reviewed 10 October 2025). Indeed, payroll is one of the few finance roles where the liability can follow the individual, which is precisely why a hiring chief financial officer reads this section first.
The reason payroll errors are expensive rather than embarrassing
Three separate penalty regimes attach to the same set of deadlines, which is why this function is managed rather than administered.
Deposits first. The IRS applies a failure to deposit penalty of 2 percent for deposits made 1 to 5 calendar days late, 5 percent for 6 to 15 days, 10 percent for more than 15 days, and 15 percent for amounts still unpaid more than 10 calendar days after the first notice or on the day a notice demanding immediate payment is received (IRS, Failure to Deposit Penalty, last updated 24 February 2026).
Information returns second. For returns due in the 2026 tax year the penalty per return is $60 if filed up to 30 days late, $130 from 31 days late through 1 August, $340 after 1 August or if not filed, and $680 for intentional disregard (IRS, Information Return Penalties, last updated 11 May 2026). Multiply the third of those by a 19,400-form filing and the scale of the exposure is obvious.
Wage and hour third. The Department of Labor's Wage and Hour Division recovered more than $259 million in back wages for 176,957 employees nationwide in fiscal year 2025 (U.S. Department of Labor, Wage and Hour Division enforcement data). Classification and regular rate errors are the two that reach that figure through payroll.
A resume that names these regimes and shows them under control is speaking the language of the person who signs the return.

The last entry is worth including even if you have never used it. For example, a payroll manager who has written a plan for the day the bank file fails is a payroll manager who has thought about the only genuinely unrecoverable failure in the function.
List your education and certifications
Specifically, BLS gives the typical entry-level education for financial managers as a bachelor's degree with five years or more of related work experience, and the same for compensation and benefits managers (BLS Occupational Outlook Handbook, published 27 August 2026). Payroll leadership sits between those two profiles, and both expect a degree plus a long run in the discipline.

PayrollOrg sets the Certified Payroll Professional as the experience-based credential, entered through one of three eligibility routes, the most common being three of the five years preceding the exam spent in payroll production, reporting, accounting, systems, taxation, administration or teaching, with a 190-question exam over four hours (PayrollOrg, accessed September 2026). At manager level, moreover, it is close to expected, and readers notice its absence.
Choose the right layout and design
In addition, use a single column, 11 or 12 point, two pages, plain headings, no photograph. In practice, the liability block is a set of short labeled lines, and a parser must read each one as its own item.
Put population, entity count and state count in the first two lines. Give the liability block its own section with a current state on each line. Name the platform, the timekeeping system and the filing agent separately. Say how many people report to you and what you sign off. Give implementations with duration, parallel cycles and whether a pay date moved. Describe classification work as positions reviewed and positions changed.
Never write a colleague's pay, deduction, garnishment or personal circumstance on the page, and do not let a team member's disciplinary or performance detail appear either; a manager's page carries more of this risk than a specialist's. Do not name the vendor's pricing or contract terms. Do not claim a clean record you do not have. Do not describe an open dispute, investigation or audit finding at a current employer. Do not write "ensured compliance" without naming the regime.

Of course, BLS publishes no separate Occupational Outlook Handbook profile for payroll manager. The role is a management position over a clerical occupation, so it has to be read as a bracket between the published profiles either side of it.

That is a very wide bracket, and it is honest to say so rather than to pick the number that flatters. For instance, a payroll manager inside a 200-person company is closer to the clerk figure; employers band a director of payroll inside a listed company with 18,000 employees against the financial manager profile. Where you sit depends on population, entity structure, state footprint and whether the control environment is audited.
One structural note from the Handbook is directly useful when you write. Outsourcing the processing does not move the liability, and a resume that shows you managing a vendor rather than being replaced by one is the correct posture.
What salary you can expect as a payroll manager
There is no published median for the job title, so use the brackets. Specifically, financial managers had a median annual wage of $166,570 in May 2025, with the lowest 10 percent under $94,310 and the highest 10 percent above $323,270. Meanwhile, compensation and benefits managers had a median of $149,230, with the lowest 10 percent under $89,160 and the highest 10 percent above $256,570 (BLS, May 2025). By comparison, payroll and timekeeping clerks, the occupation you manage, had a median of $58,260 (BLS, May 2025).
Industry is the second lever.
