State the licensure position exactly, including comity
There are only a few positions on the path and each one changes what a firm can bill you for: degree from an ABET-accredited program, FE passed, Engineer in Training registered, qualifying experience accumulating under a PE, PE passed, PE registered in one state, PE registered in several through an NCEES Record.
Write the one you are in, with the state and the number: "PE registered in Colorado, #PE.0062418, with comity registration in Wyoming and Utah through an NCEES Record."
If you are applying into a state where you are not yet registered, say what the path is and how long it takes. A principal who has to guess at that will pick the applicant who did not make them guess.

In practice, one project, written completely, beats five listed. Specifically, it needs four facts and one outcome.

Above all, the change order percentage is the line that does the work. That is because it is the number owners ask about and the number most applicants never think to give.
Consultancy, owner or contractor
Do
- For a consultancy, lead with licensure, discipline and delivery methods, because they are staffing a backlog and writing pursuits.
- For a public owner or agency, lead with permitting, capital improvement planning, public process and how you manage consultants, and expect the application to run through a government system.
- For a contractor or design-builder, lead with constructability, means and methods awareness, schedule and cost, and say plainly that you have sat on that side of a CM/GC or progressive design-build table.
- Name the delivery method in every case.

- Do not list software as your evidence; Civil 3D is assumed.
- Do not claim engineer of record on work you supported rather than sealed, because it is checkable and the profession is small.
- Do not describe a project without saying what part of it was yours.
- Do not send a letter with no project value or delivery method anywhere in it.
A growing occupation, unusually for engineering
Civil engineering is one of the larger engineering occupations and, unlike much of the sector, it is still growing. Verify the current figures on the BLS Occupational Outlook Handbook page for civil engineers before you quote them in an interview, since the cycle in force is May 2025 wages with 2025 to 2035 projections, published 27 August 2026.
What that means for the letter is worth stating plainly: in a growing discipline with a licensure bottleneck, the scarce thing is not engineers, it is licensed engineers who can seal work in the states where the backlog is. That is why the first sentence of this letter is about registration rather than about you.

Attach one wherever there is a field. The portal captures the same structured data from every applicant. The letter is the only place you can say which delivery methods you have worked under and which pursuit you could be staffed on.
What do I write as an engineer in training with no sealed work?
Write what you produced and under whose seal. Sheet counts, models built and calibrated, permit packages prepared, field time, and the qualifying experience you have logged toward licensure with the date you expect to sit the PE. A firm hiring an EIT is buying the years between now and your licence, so the credible plan matters more than the project list.
Should I mention salary expectations?
Only if the posting asks. If it does, give a range tied to your licensure position and state, and say the range is negotiable on scope. Public owners frequently publish a band, in which case name the band rather than a number of your own.
How do I write about a project that went badly?
By what you did about it. A schedule slip or a claim is not disqualifying, and every experienced engineer has both; what a principal is listening for is whether you can describe the cause without blaming a party who is not in the room.
