A painter cover letter is a one page letter about preparation, because preparation is what an estimator is actually buying.
Paint goes on in an afternoon. In practice, the thing that decides whether the job comes back in eighteen months is whether the crew washed the stucco, degreased the galvanized and tested the old alkyd before a waterborne topcoat went over it. After all, an estimator who has paid for a callback knows this, and they read a letter that speaks to it twice.

Lead with preparation, and name substrates
Every painter's letter says they are detail oriented. Almost none of them say what they do to a surface.
"I prepare by substrate: primer sealer on new drywall, wash and spot prime on previously coated work, block filler on concrete masonry unit, degrease and prime on galvanized, power tool cleaning to SSPC-SP 3 on steel" is a paragraph no helper can write. An estimator reads it and knows you have been trained rather than shown.
Then add the lead line, because it is a legal gate: "I hold an EPA Lead-Safe Certified Renovator card, current, so I can run your pre-1978 residential work."

Dear Mr. Nakagawa,
I am applying for the Painting Foreman post at Placitas Commercial Coatings. I run crews of 5 to 14 on industrial and commercial work, and I sell preparation rather than paint: substrate identification, adhesion and moisture testing, the written cleaning standard, containment, and a sign-off before anything is applied. I hold an EPA Lead-Safe Certified Renovator card, currently valid, along with OSHA 30 Construction and lead in construction competent person training.
At Sandia Coatings and Painting I apply systems rather than products: three-coat epoxy and polyurethane over structural steel blasted to SSPC-SP 6 or SP 10 depending on the specification, epoxy and urethane floor systems over mechanically profiled concrete, and intumescent fireproofing verified to specified thickness. I record dry film thickness on every section, which is why the last industrial package we finished was accepted on first inspection with no failures. On the commercial side I estimate by measured square footage against our own production rates, and held labor variance under 8 percent across the last season.
I noticed a lot of your current work is occupied schools and medical offices. That is the work I have done most: 30,000 square feet of school corridors and classrooms over three summers, scheduled around the building's own calendar, and a long run of medical office repaints at night. I would want to own preparation specification and estimating.

The lead rule is law, and the pay gap is in institutional work
Under the US Environmental Protection Agency Renovation, Repair and Painting Rule, anyone paid to perform work that disturbs painted surfaces in homes, childcare facilities and preschools built before 1978 must be certified and their employees trained (EPA, Lead Renovation, Repair and Painting Program, accessed September 2026). The individual credential comes from an eight-hour initial renovator course with a four-hour refresher, and both renovators and firms must be recertified by EPA every five years (EPA, Small Entity Compliance Guide, EPA-740-K-26-003, March 2026). The minor repair and maintenance exemption covers only six square feet or less of painted surface per room inside, or 20 square feet or less outside (EPA, accessed September 2026).
On pay, painters in construction and maintenance had a median annual wage of $49,400 in May 2025, with the lowest 10 percent under $37,440 and the highest 10 percent above $78,810 (BLS Occupational Outlook Handbook, May 2025). Painting and wall covering contractors employ 42 percent of the occupation at a median of $48,830, while government, excluding state and local education and hospitals, paid $69,660 (BLS, May 2025).
That $20,000 gap between contractor work and government work is won on documented certifications and a written application, which is exactly what a cover letter and a certification list are for.
Length, format and sending it

Address a person. Also, contractor sites usually name the estimators, project managers and owners, and a letter with no name on it reads as a letter sent to twelve companies.

Do I need a cover letter to apply for a painting job?
Attach one wherever there is a field for it. Application forms collect the same information from everyone. The letter is the only place you can show that you understand preparation, name the systems you can apply, and state your lead certification plainly.
Should I mention the EPA lead certification in the letter?
Yes, in the first paragraph if you work on housing. Under the EPA Renovation, Repair and Painting Rule, firms performing compensated work that disturbs painted surfaces in pre-1978 homes, childcare facilities and preschools must be certified and their employees trained (EPA, accessed September 2026). A contractor bidding older housing needs certified people on the crew, so saying you are one answers a staffing problem rather than describing a personal quality.
What if I have only done residential work?
Say so plainly, give the volume and the substrates, and state which direction you want. Residential repaint work teaches preparation on occupied properties with somebody watching, which is genuinely hard. What it does not teach is written cleaning standards, film thickness verification and containment, so a letter that acknowledges the gap and asks for the training reads far better than one that blurs the two.
How do I write a letter with no painting experience?
Write preparation, certification and reliability. Name the EPA renovator course if you have taken it, your OSHA 10 card and your respirator fit test. Describe any surface you have prepared properly, including your own property, in terms of substrate and method. Say what equipment you can run and what you have only watched. Then say which market you want, because residential, commercial and industrial contractors hire on different evidence.
