Put the permit and the clearance in the first three lines
A substitute application is processed by someone whose job is to get you cleared, not to be persuaded. Give them what they have to type.

Writing for a long-term assignment instead of a roster
A long-term posting is a different letter, because it is a different decision. Human resources clears a roster application. By contrast, a principal who needs someone to plan, mark and report for a term fills a long-term assignment.
So the letter moves. Therefore, lead with the subject and grade you can carry, not your availability. Then give one previous long-term assignment as a job: the school, the course, the number of consecutive days, the units you planned, the assessments you marked, the grades you submitted. Say plainly that you will run parent contact and conferences, because that is what separates a long-term substitute from a day-to-day one.
Then name the thing everyone in the building is quietly worried about: continuity. After all, a principal filling a term-long absence is choosing between disruption they can predict and disruption they cannot. Also, say what you would do in the first week to hold the pacing guide.
