Federal Resume Length: The 2-Page USAJOBS Rule and How to Meet It
Federal resume length is now capped at two pages on USAJOBS. See the rule, what counts as a page, what to cut and keep, and a checklist before you apply.
On this pageWhat is the federal resume length limit in 2026?
Summary
A federal resume can be no longer than two pages. OPM's Merit Hiring Plan set the limit, and it took full effect on September 27, 2025, for Title 5 competitive and excepted service jobs on USAJOBS. If your only resume runs longer, the agency drops you from consideration. Keep dates, hours per week, series and grade, and the posting's keywords. Cut old, unrelated jobs first.
The federal resume length limit is two pages. Since September 27, 2025, USAJOBS only accepts resumes of two pages or less for most federal jobs. An agency drops any applicant whose only resume runs longer, so trimming is no longer optional.
That rule ended a long habit of five-page federal resumes. However, the content rules did not change. You still need dates, hours per week, series and grade, and proof of every qualification.
Quick answers by situation
| Your situation | What to do | Example line |
|---|---|---|
| Your USAJOBS resume is 3+ pages | Cut old, unrelated jobs to one line or remove them | "Earlier roles: Admin Assistant, 2008 to 2012" |
| You use the USAJOBS resume builder | Preview it and check the page count before you apply | "Preview shows 2 pages: ready to submit" |
| You upload your own file | Save as PDF, 0.5-inch margins, 10-point body text | "Resume_GS-0343-12.pdf, 180 KB" |
| The job needs a CV (medical or research) | Read How to Apply for an "other document" upload | "CV uploaded as Other Document" |
| You have one long and one short resume | Choose the two-page resume for the application | "Selected: Resume 2 (2 pages)" |
| You are a GS-13 with 20 years of work | Detail the last 10 years, summarize the rest | "Prior federal service, GS-7 to GS-11, 2005 to 2015" |
What is the federal resume length limit in 2026?
The federal resume length limit is two pages. OPM's Merit Hiring Plan of May 29, 2025, created it, and USAJOBS enforced it from September 27, 2025. It covers all Title 5 competitive and excepted service announcements. If the only resume you submit runs longer than two pages, the agency marks you ineligible for that job.
OPM issued the Merit Hiring Plan on May 29, 20253. Then, on September 2, 2025, OPM announced that USAJOBS would cap resumes at two pages4. Its goal, in OPM's words, is to help hiring managers "focus on the most relevant qualifications and experience."
OPM's applicant guidance puts it in one line: resumes must be no longer than two pages1. You must also choose a resume of two pages or less to apply for jobs or to make it searchable for recruiters.
Key dates
| Date | What happened |
|---|---|
| May 29, 2025 | OPM and the White House issue the Merit Hiring Plan |
| September 2, 2025 | OPM announces the two-page resume standard |
| September 26, 2025 | Agencies close all open job announcements |
| September 27, 2025 | USAJOBS restricts all resumes to two pages |
| September 29, 2025 | Agencies may open new announcements under the rule |
The dates above come from OPM's agency guidance on the two-page limit2. That guidance also explains what happens to a resume that runs long.
If the only resume received by an applicant is longer than two pages, the applicant is ineligible for further consideration.

Which jobs the rule covers
The limit applies to all Title 5 competitive service and excepted service announcements. So it covers most jobs you see on USAJOBS. Agencies outside Title 5, and judicial and legislative branch agencies, may accept longer resumes, but only if the announcement tells you how.
Jobs that need a CV, such as many medical and research roles, may ask for it as an "other document." In short, read How to Apply and Required Documents on every posting before you upload.
What counts as a page on a federal resume?
A page is one standard 8.5 x 11-inch sheet. USAJOBS does not force a font or margin, but it suggests 0.5-inch margins, a sans-serif font, 14-point titles and 10-point body text. Save your file as a PDF so the page count holds. The USAJOBS resume builder will not let you build or upload a longer resume.
The USAJOBS Help Center asks for a standard 8.5 x 11-inch document5. It also recommends 0.5-inch margins, a font such as Lato, Calibri or Arial, and a file of 5 MB or less. In addition, USAJOBS says it does not accept PDF portfolio files.
OPM's FAQ adds a useful detail. USAJOBS will not restrict uploaded resumes to specific fonts, sizes or margins3. Still, squeezing 8-point text onto two pages defeats the purpose, because the reviewer has to read it.
PDF upload vs the USAJOBS resume builder
You have two ways to meet the federal resume length rule. Each has a trap.
- Uploaded PDF. USAJOBS recommends PDF to keep your formatting and page count. A Word file can reflow on another computer and spill onto page three.
- USAJOBS resume builder. It starts from your profile and keeps you inside the limit. However, it controls the layout, so long bullets take more room than you expect.
- Other documents. Transcripts, a DD-214 or an SF-50 go in as separate uploads when the posting asks for them. They are not part of your resume.
Count pages in the PDF, not in Word
Export your resume to PDF and open the PDF before you upload. Word's page view can show two pages while the PDF shows a few lines on page three. Fix it in the source file, then export again.
For a general look at the format, our guide to the two-page resume covers layout and what goes on page two.
Why did federal resumes use to run 3 to 5 pages?
Old federal resumes ran long because applicants had to prove every specialized experience point in writing, and USAJOBS had no page cap. Many people listed every duty from every job. Some resumes reached 10 pages or more. Under the two-page rule, the same proof has to fit in less space, so you write tighter bullets.
Before 2025, no page limit existed on USAJOBS. So applicants copied whole position descriptions into each job. Homeland Security Today noted that federal resumes often ran long, "sometimes stretching to 10 pages or more."7
If a mentor's sample runs five pages, it is out of date for any Title 5 posting.
What changed and what did not
| Item | Old habit (before September 2025) | Now |
|---|---|---|
| Length | 3 to 5 pages, sometimes 10+ | Two pages or less |
| Duties | Every duty from the position description | Only duties that match the posting |
| Older jobs | Full detail for every job | One line or removed |
| Dates, hours, series, grade | Required | Still required |
| Posting keywords | Repeated in many bullets | Used once, in the strongest bullet |
In fact, you still prove each qualification, but in about half the space.
What should you keep on a two-page federal resume?
Keep everything an HR specialist needs to confirm you qualify. For each job, list the employer, title, month and year dates, hours per week, and series and grade for federal roles. Then add bullets that match the posting's specialized experience, with numbers. Keep the posting's keywords and cut everything else.
USAJOBS lists the details each job needs: employer, title, start and end dates with month and year, hours per week, and series and grade5 for federal jobs. Without hours per week, HR cannot credit your experience correctly. So these details stay, even on a tight page.
Keep accomplishments, not duty lists
A duty says what the job was. An accomplishment proves you can do the job in the posting. For example, "Responsible for contract files" tells HR little, while "Closed out 40 contract files with zero audit findings" proves a skill.
Keep the posting's keywords
HR compares your resume to the announcement's wording. Our guide to government resume keywords shows where to find those terms in Duties, Specialized Experience and the questionnaire. Use each key term once, in the bullet that proves it best.

- Month and year dates and hours per week for every job.
- Series and grade for each federal role (GS-0343-12).
- Bullets that match Specialized Experience, with numbers.
- Citizenship and clearance status when the posting asks.
Don’t
- Duties copied from your position description.
- References, objective statements and hobbies.
- Jobs older than 10 to 15 years that match nothing.
- Your SSN, photo, age or religion.
Citizenship matters for most federal jobs. Our guide on whether to put US citizen on your resume explains where that line goes.
What should you cut to meet the federal resume length rule?
Cut in this order: personal data USAJOBS says to leave out, then references and objectives, then old or unrelated jobs, then repeated duties. Shrink older roles to one line. Merge similar jobs at the same agency. Keep the most recent and most relevant work in full, because HR checks it against specialized experience first.
Start with the easy cuts. USAJOBS says to leave out your SSN, photos, age, sex and religious affiliation5. Those lines cost space and add risk.
The cutting order
- Personal data and filler. SSN, photo, objective statement, "References available upon request."
- Unrelated jobs. Roles that match nothing in the posting, especially older ones.
- Old detail. Jobs older than about 10 years shrink to a single line with title, agency and years.
- Repeated duties. If three jobs say "managed records," keep it only where you did it best.
- Long bullets. Cut each bullet to one or two lines, with the result up front.
The IRS guidance for applicants gives the same advice in short form: remove outdated or unrelated experience and use concise, results-focused language.
What to say if they push back
Friends with older federal careers may still tell you to "put everything in." Here is how to answer.
- "HR needs every duty." HR needs proof of the posting's qualifications, not every duty. Two pages is the hard limit.
- "They'll just skip page three." No. OPM tells agencies to treat a longer-only resume as ineligible.
- "Use tiny font to fit it." USAJOBS suggests 10-point body text, and a reviewer still has to read it.
[Mentor: "Federal resumes need everything. Mine was six pages."]
"That worked before September 2025. Now USAJOBS caps resumes at two pages, so I'm keeping only what matches this posting."
[Mentor: "What about your older jobs?"]
"I summarize them in one line. The last 10 years carry the specialized experience."
How do you trim a long federal resume? (before and after)
Trim one job at a time. Keep the job header with dates, hours, series and grade. Then replace duty lines with two to four bullets that match the posting, each with a number. Merge filler duties into one bullet or delete them. A three-page federal resume usually drops to two once each job loses its duty list.
Here is one job from a three-page resume, before and after trimming. The header stays the same. The bullets shrink from six vague lines to three lines that match a GS-0343-12 Program Analyst posting.

- Lock the headers Keep employer, title, dates, hours per week, series and grade for every job you list.
- Rewrite the top two jobs Give each two to four bullets that match the posting, each with a number.
- Shrink the rest Cut older or unrelated jobs to one line, or remove them.

Before you submit, open the PDF and confirm it ends on page two. Then check that each job shows dates, hours, series and grade, and that the posting's key terms appear. Finally, run the USAJOBS test: can a reviewer spot your main credentials in 10 to 15 seconds? If not, move your best match to page one.
USAJOBS suggests one final question: "Can a hiring agency see my main credentials within 10 to 15 seconds?"5 Reviewers read many resumes, so your best match belongs at the top of page one. For context on private-sector screening, see how long recruiters look at a resume.

Keep one master file, then trim per posting
Keep a long master resume on your own computer with every job and result. For each announcement, copy it and trim to the two pages that match that posting. That way you never lose an accomplishment you might need later.
Next, paste the announcement and your resume into Rezoom's ATS resume checker to spot missing terms. Or build a two-page federal resume with Rezoom's AI resume builder, which keeps headers, dates and grades in a clean layout. If the posting invites one, add a short cover letter for a federal job as a separate document.

Frequently asked questions
How many pages can a federal resume be?
Two pages or less. The limit took full effect on September 27, 2025, for Title 5 jobs on USAJOBS.
What happens if my federal resume is three pages?
USAJOBS will not let you apply with it. If an agency receives only a longer resume, OPM guidance says the applicant is ineligible for further consideration.
Does the two-page rule apply to every federal job?
It applies to all Title 5 competitive and excepted service announcements. Some non-Title 5, judicial and legislative branch jobs may accept longer resumes, and the posting will explain how.
Do transcripts and a DD-214 count toward the two pages?
No. You upload them as separate documents when the posting asks for them. The two-page limit applies to your resume.
What font and margins should a federal resume use?
USAJOBS suggests 0.5-inch margins, a sans-serif font such as Lato, Calibri or Arial, 14-point titles and 10-point body text. Save it as a PDF of 5 MB or less.
Can I use a CV instead of a two-page resume?
Only when the job requires one, usually in medical or research fields. In that case, the agency asks for the CV as an "other document."
