Put the ice in the first two sentences
A board reading applications in April has a signed ice contract in front of them and a fixed number of hours per team. They are not deciding between philosophies; they are deciding who converts hours into skill.

Ice is the scarce resource, so evidence about ice carries furthest.

One rule keeps these safe: never write a number you did not count or receive. A repetition figure needs a definition and a session behind it; a cost per skater hour needs the ice invoice.
