Writing a letter that may be released

Write the letter as though a reporter will read it, because one may. Quote the recruitment profile accurately. Name one real thing from the city's own documents: a retreat summary, a capital plan, a quarterly financial report. State your credential and your scale plainly. Ask the search firm in writing, before you apply, at what stage applicant names become public in that state.

Who should I address it to?

Whoever the recruitment brochure names, usually the search consultant, sometimes the mayor or council chair. If it does not say, address the consultant and copy nobody. Writing to individual council members outside the process is the fastest way to be removed from it.

Should I mention that I know the application may become public?

One sentence at the close is enough, and it signals that you understand the process. Applications to a public agency are records of that agency in many states, and an agency generally cannot promise confidentiality on its own (Florida Attorney General Opinion 77-48). What matters more is that the whole letter is written as though it will be read.

What do I write if I have never been a city manager?

Lead with the scale you have carried as an assistant city manager or department director: budget prepared, headcount supervised, population served. Then give one outcome with a figure.
